Il commento analizza la recente sentenza n. 19/2022 della Corte costituzionale, in cui il Giudice delle leggi ha ritenuto costituzionalmente legittima la previsione legislativa, che subordina alla titolarità del permesso di soggiorno di lungo periodo l’ottenimento del reddito di cittadinanza per i migranti extracomunitari. The essay analyses the recent Italian constitutional court ruling (no. 19/2022), that deems constitutional social security law, which subordinates the granting of minimum income guaranteed to the ownership of permanent residence permit for non-EU citizens.
Rational Poverty or Poor Rationality? The Take‐up of Social Assistance Benefits

In several countries social assistance dependence has been increasing since the 1980s. After surveying the theoretical and empirical take-up literature, this study presents estimates of recent rates of non take-up of social assistance benefits. Once methodological shortcomings of prior estimations are corrected, the results show that take-up has fallen recently and thus cannot explain the rising welfare receipt. Following theoretical predictions, the probability that a rational individual takes up social assistance increases with the expected benefit amount and duration, and falls with application cost and stigma. This research analyses the conditions imposed on national, EU and non-EU citizens who wish to access minimum income (MI) benefits within four EU Member States, specifically within Finland, France, Ireland and Spain. The primary aim is to identify and compare the required MI access conditions. Furthermore, focus is given to the residence requisites, which are discussed in relation to relevant supranational regulations in order to detect possible multilevel implications. Different sources (epigrahical, literary, apocryphal) can be used to analyse the Christian heretical sects connected to an enkratite movement (Enkratites, Apotactites, Sakkophoroi, Hydroparastatai, Aerians), which was characterised by radical forms of self-restraint (enkrateia). An Appeal for Implementing Social Assistance and Welfare Programs for European Children Challenged by Parental Loss

The authors of this commentary, many of whom are part of a working group on social pediatrics supported by some of the European national pediatric societies member of EPA-UNEPSA, conclude that more studies are needed to cross the boundaries between disciplines, for example, looking at the inter-relationship of family life and child health and how parental loss is affecting the micro and macro level of child healthcare service systems. Therefore, this article aims to alert pediatricians to the impact of parental loss on child health and wellbeing. It emphasizes the importance of implementing preventive and social support programs for achieving health promotion and health-protective effects.
